According to a recent poll of municipal councils, UK councils are preparing to sell social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.
Growing Fiscal Pressures Drive Asset Sales
The Key Cities Group for major urban areas in England stated that 60% of councils are intending to sell assets to cover the rising costs of adult and children’s social care.
Local governments have previously come under fire for selling public land and land to support their budgets, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.
This coalition noted that a significant number of authorities attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and utilising financial reserves to weather increasing financial challenges.”
Specific Examples of Planned Sales
One local authority in Kent announced its property management strategy featured the disposal of a retail complex in Rainham and a social club in another town to raise 20 million pounds over the next half-decade.
- Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the strategy.
Council Tax Increases and Wider Financial Strains
This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will need to raise council taxes next April to address the rising cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.
The authority said it will press ahead with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.
“We are adopting innovative approaches but some of these require time to deliver both improved services and cost efficiency,” said a council leader.
He continued: “We face demographic pressures which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”
Countrywide Trends and Projections
A survey of county councils this week also found local finances being strained by the increasing figures of young people and older individuals requiring Send support.
The County Councils Network said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.
Ministers have put off scheduled changes to the special educational needs framework until the coming year after a white paper setting out those changes has been postponed.
Deprivation and Financial Gaps
Based on the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were included in the most deprived in the country.
- “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest deprivation indices,” said the study.
“Although only one key city is in the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The figures highlights the scale of challenges confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.
“Council officials have been clear about the need for a equitable and lasting financial structure that accounts for and responds to the actual extent of deprivation and demand,” stated Michael Mordey.
“Without this, councils will persist to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their residents.”
A fifth of local authorities have cut or compromised care services in the last year, the survey revealed.
